The Kurdistan Regional Government’s minister of natural resources, Ashti Hawrami, spoke to Ruba Husari in Erbil late July on the latest developments in Kurdistan’s upstream and downstream sector, the smuggling controversy, differences with Baghdad over crude exports and the fate of the federal hydrocarbon law.

Q. What’s the status of the different contracts signed so far with the KRG and how is work progressing on the ground?

A. We have 40 companies working in exploration and production, and a large number of service providers to go with that. They all have their individual contracts, and minimum obligations under production sharing contracts that they signed. There are 10-12 oil rigs in operation at the moment. I was privileged two years ago to be invited, as an observer, to attend a roundtable in Paris where about 30 Iraqis from inside and outside of Iraq, with experience in government and the oil sector, convened over three days to discuss in a candid and open manner how to define an oil policy for Iraq. In an interview in his office in Kirkuk (North Iraq) late August, Manaa al-Obeidi, director general of North Oil Co (NOC) talks to Ruba Husari, editor of Iraq Oil Forum, about the state of the northern oil fields and NOC plans:

Q: What is the state of the producing fields in northern Iraq?

A: We have witnessed a relative increase in output from producing fields in the last 18 months. For example, the Kirkuk field was producing 320,000 b/d and has now reached 400,000 b/d. In Bai Hassan, production went up from 150,000 b/d in mid-2008 to 175,000 b/d after we started water injection for the first time in this field about eight months ago and drilled three new wells.
